Impact of Guidance Value increase on Apt Prices

The Times of India reports that an increase in the guidance value will have an impact on cost of an apt. link.

I'm not sure if the value from the karnataka government site is up to date (Very Very unlikely) but the value for Jagaranahalli is 260 to 165. Which is incredibly low because the market price is almost 2500.
